17 issues in roads
Ranshaw Way Phase Six
The final phase of the long-running Ranshaw Way road project is a go, with the council approving the project and property acquisition compensation for 17 owners — many of them businesses.
North Stewart Street reconstruction
The old-town street between Cherry and Penn gets a full rebuild: new water main, storm sewers, five-foot sidewalks, curbs, and a pedestrian-activated HAWK signal at the dangerous Penn Street crossing. The road stays narrow (26 feet) on purpose to calm traffic and keep old-town character.
Community center parking lot resurfacing
The parking lot project is in its final phase — the Cherry Street entrance closes for reconstruction, so visitors must enter from the north off Community Drive. Council approved a change order and pay application totaling over $157,000.
Rec center and library parking lot construction all summer
The library parking lot project is in its final phases, with landscaping done, a new playground going up beside the building, and a second accessible parking space being added. The north lot closure was pushed to later in the week.
Penn Street/I-380 Interchange Ramp Closures
Councilor Smith raised concerns that DOT overnight closures of I-380 ramps near Penn Street aren't communicated to the city in advance. Staff will look into getting closure info so it can be posted on local message boards.
Forevergreen Road/Jasper Avenue Roundabout
The roundabout project is moving fast — a third of Jasper Avenue was paved last week with more this week, and the west leg toward Tiffin is done. Substantial completion is expected mid-November.
I-380 event traffic
Big events drawing crowds from Ames and Cedar Falls will jam I-380 the next two weekends, and council expects the congestion to spill into North Liberty. The city is keeping the DOT in the loop.
Traffic safety at Abraham and Anne intersection
A resident reported a near-miss between a child on a bike and a car at the uncontrolled T-intersection at Abraham and Anne, near a bus stop, and asked for a three-way stop, crosswalks, or other traffic calming. Councilor Park, who lives nearby, backed the request, noting increased construction traffic.
Road Projects Update
The Penn Street interchange southbound on-ramp closed for two to three months, the Forevergreen/Jasper roundabout is nearing paving, and Coralville will close a stretch of Forevergreen Road for railroad crossing work August 3-13.
On-Street Parking Control Devices
The council finally acted on a previously tabled parking resolution, amending it to leave Ash Court out. Parking rules determine where signs and enforcement apply on residential streets.
Traffic Regulations Ordinance
The city updated its motor vehicle and rules-of-the-road ordinance, passing it in a single meeting. These are the rules that govern speeding, parking, and driving conduct on city streets.
Commercial Drive Improvements
The city hired Shive-Hattery to engineer improvements to Commercial Drive, a key commercial corridor.
Mary Lane parking concerns
After a resident described ambulances and garbage trucks struggling down crowded Mary Lane, the council required parking on only one side there and on Parkview Court — but cut Ash Court out of the plan on a 3-1 vote. Councilor Fortney dissented, arguing identical-width streets shouldn't get different rules.
I-380 traffic congestion at Swisher interchange
Councilor Leibold reported the new interchange configuration and signals at Swisher have made traffic worse — he was stuck for 45 minutes — and asked the city to seek a meeting with the DOT.
Bus route expansion
North Liberty is leaving Coralville's transit system on July 1 and has signed a 28E agreement with Johnson County to keep SEATS service running three times a day. The city is also seeking a private contractor via RFP to supplement service for the eight to ten daily riders.
Traffic safety and railroad-adjacent driveways on Cherry Street
A resident says the new driveways onto Cherry Street sit too close to the railroad tracks and asked for a SUDAS-recommended safety study for developments adding over 100 cars. Staff said CRANDIC confirmed the offsets exceed minimums and the city reviews traffic safety monthly.
Access management and medians on West Penn Street
The city is limiting full driveways on Penn Street to keep traffic moving, requiring medians for right-in/right-out accesses. Expect more medians as development approaches I-380.
