Clay County Fair Photography Contest Display
Winning photos from the HPC-sponsored Clay County Fair photography division are being displayed outside Council Chambers. The commission is also planning how to grow participation in the contest for 2027.
Riverside Cemetery Digital Walking Tour
The commission is working with cemetery superintendent Ed Lawver to build a digital story map tour of Riverside Cemetery. A winter 2026 launch would let residents and visitors explore Spencer's history at their own pace.
Sale of North "Y" Gateway First Addition lot for commercial development
The city is selling a lot it acquired for commercial development in the North "Y" Gateway addition. The Kelley Investments deal includes a 10-year, $200,000 minimum assessment agreement to guarantee development value and a two-year construction deadline. The public hearing on that sale is set for November 2, 2026.
Storm and sanitary sewer separation grant applications
Spencer still has five areas where storm and sanitary sewers are combined — a big reason flooding hits sewage systems. Three applications totaling about $12.7 million would finish the job, with state awards expected early 2027. Public hearings come first.
South-end demolition and flood recovery
The first round of demolitions will take down seven apartment quadplexes near Consumer Lumber, three properties south of Lincoln School, and two near Hardee's — all former FEMA 403 properties. A state forgivable loan covers the cost, so no property tax dollars are spent, with more buyout demolitions coming in November.
Lead service line replacement
About 240 Spencer properties will get lead or galvanized water service lines replaced starting August, run through SMU and finished by September 2027. Most lines will be bored in to keep the digging minimal, and affected owners have already been notified and signed easements.
Workplace safety milestone reward
City employees hit 600-plus days without a lost-time injury, cutting workers' comp costs by about $96,000 — they're getting $25 gift cards as a thank-you.
Upcoming Sewer Rate and Flood Insurance Decisions
A cost-of-service analysis will check whether residential, commercial and industrial sewer customers are paying fair shares of the system's costs — could lead to rate structure changes.
West-of-Town Speed Study
Residents on the west edge of town asked for a speed review; the city is working with the county on whether speed limits should change entering town.
E-Bike and Scooter Ordinance
City staff are finalizing an e-bike ordinance for discussion at the October 19 committee-of-the-whole — council members were invited to flag concerns this week.
Upcoming Sewer Rate and Flood Insurance Decisions
Engineers have inspected 1,200 of 1,450 manholes with smoke testing starting July 27. Meanwhile, the city and PFM will restart the wastewater fee conversation this fall — fees are what pay the debt on sewer projects.
Police ballistic rifle plate replacement
The police department is replacing twelve patrol rifles, buying the weapons and accessories as CIP items.
Flood Home Buyout Program Progress
A voluntary program letting owners of flood-damaged homes sell to the city through FEMA's hazard mitigation program. Officials can now run the program and close on properties.
Day care infrastructure resiliency
The 2024 flood wiped out about 60% of local daycare capacity. River's Edge would get $200,000 to expand birth-to-three care in a flood-safe location; the city pledges a 15% match if the state awards it.
Employee benefits updates
Handbook updates clarify vacation/sick leave payouts at retirement or departure, and all city employees can now use the retirement health savings program — earned leave can convert into health savings at retirement.
Unpermitted front deck variance at 218 E 9th St
A homeowner built a new front deck to replace old steps without first getting a permit, and it sits closer to the front property line than the code allows. The board had to decide whether to allow it retroactively — and chose to, unanimously.
Rental and Single-Family Housing Recovery
Two applications aim to rebuild housing lost in the flood — apartments in southwest Spencer (ten complexes coming down near Consumer Lumber, plus three CHI lost) and single-family homes. Developer interest is picking up for 2027-2029 projects.
