Civic Issues
Topics getting the most attention in Spencer public meetings, ranked by how frequently they are discussed.
4 issues in water utilities with high priority
Storm and sanitary sewer separation grant applications
Spencer still has five areas where storm and sanitary sewers are combined — a big reason flooding hits sewage systems. Three applications totaling about $12.7 million would finish the job, with state awards expected early 2027. Public hearings come first.
Lead service line replacement
Holstein Excavating has finished 23 of roughly 240 water service line replacements, with street patches done and crews returning next week.
Upcoming Sewer Rate and Flood Insurance Decisions
Engineers have inspected 1,200 of 1,450 manholes with smoke testing starting July 27. Meanwhile, the city and PFM will restart the wastewater fee conversation this fall — fees are what pay the debt on sewer projects.
Wastewater treatment project costs
Council asked the city manager to compare notes with other Iowa cities facing the same problem: bids on big wastewater projects coming in above engineer estimates, with rebids often even higher. Spencer's smaller projects are pricing lower, but large capital-intensive ones are running high.
