Speaking for her mother, an East Spencer caregiver, she accused the city of a broken animal control system, a conflict of interest involving the HR manager in a kitten seizure, and warned that trapping and relocating cats violates Iowa abandonment law. She urged the council to adopt a TNR-based community cat ordinance and review its veterinary contractor's practices.
