13 issues in development
Fields at Forevergreen Subdivision
A 51-lot subdivision on 43.74 acres north of West Forevergreen Road mixes single-family, duplex, townhouse/multifamily, and some commercial. It heads to the City Council, contingent on the rezoning ordinance's final reading later this month. The future Alexander Way intersection could become a roundabout or signal.
New 40-acre park land development
The city bought 40 acres for a future park, currently leased to a farmer for another year. Concept plans include a soccer complex that could draw tournaments and visitors, and the commission wants public input on naming and amenities before developing it.
Forevergreen Estates Part One Development Agreement
The council approved an amended development agreement with Bowman Property, LLC, extending an arrangement for a temporary gravel road in the Forevergreen Estates Part One subdivision.
Solomon's Landing tax rebate amendment
The city extended its rebate deal with the Solomon's Landing developer from 8 to 10 years, keeping the $7.5 million cap but now expecting to rebate about $5.2 million because non-taxable features like bowling lanes reduce the base. The first payment slips to June 2028.
Buck Moon Villas townhouse development
Twelve townhouse units in four buildings on 3.24 acres off Wanda Drive, adding medium-density housing to the Buck Moon subdivision. The developer also plans bigger berms to cut noise from the nearby Centro area.
Workforce housing at Hodge
The Emory Phase III discussion touched on whether North Liberty has enough rental housing — commissioners noted existing Emory buildings fill up as soon as they're built. The developer said more density was needed to make the project financially work.
Creekside South II multifamily development
The council approved the preliminary site plan for 212 townhome and apartment units near Forevergreen Road and Bernardi Drive, to be built in phases over several years. Staff called it a great location for density near jobs, trails, and services.
Urban Lofts development and traffic safety
A 354-unit apartment complex near Cherry and Zeller was approved 3-1. Resident Ardi Stoner pressed for a traffic safety study on the corridor, citing accident concentrations near unsignalized crosswalks.
Commercial and Residential Development Approvals
North Liberty permitted 455 residential units in 2025 — one of its highest years ever — and three more site plans are coming in March along Ranshaw Way. Builders consistently report tariffs are making projects expensive.
MLDC 46-lot subdivision and rezoning off Sutter Drive
A 46-lot subdivision is planned on 22.44 acres at the west end of Sutter Drive and Chipman Lane, with rezoning to allow two-unit homes on part of it. Neighbors' main concern at a May meeting was stormwater drainage; the commission recommended approval.
Truck repair facility expansion on Stoner Court
C&M Transport wants to add 17,000 square feet of building space and a screened outdoor storage area. The commission forwarded it to the City Council with a good word.
354-unit apartment complex near West Cherry Street
A big apartment complex is proposed on 10 acres south of Cherry Street. Neighbors worry about traffic near the railroad tracks and whether the modern flat-roofed buildings fit the neighborhood. The commission recommended approval anyway; the City Council decides next.
Kwik Star store at Penn and Jones
A new Kwik Star convenience store is planned for the vacant lot east of L.L. Pelling, with a raised median on Penn required as part of the entrance plan.
