Forevergreen Estates Part One Development Agreement

Solomon's Landing tax rebate amendment
The city extended its rebate deal with the Solomon's Landing developer from 8 to 10 years, keeping the $7.5 million cap but now expecting to rebate about $5.2 million because non-taxable features like bowling lanes reduce the base. The first payment slips to June 2028.
Buck Moon Villas townhouse development
Twelve townhouse units in four buildings on 3.24 acres off Wanda Drive, adding medium-density housing to the Buck Moon subdivision. The developer also plans bigger berms to cut noise from the nearby Centro area.
Creekside South II multifamily development
The council approved the preliminary site plan for 212 townhome and apartment units near Forevergreen Road and Bernardi Drive, to be built in phases over several years. Staff called it a great location for density near jobs, trails, and services.
Urban Lofts development and traffic safety
A 354-unit apartment complex near Cherry and Zeller was approved 3-1. Resident Ardi Stoner pressed for a traffic safety study on the corridor, citing accident concentrations near unsignalized crosswalks.
MLDC 46-lot subdivision and rezoning off Sutter Drive
A 46-lot subdivision is planned on 22.44 acres at the west end of Sutter Drive and Chipman Lane, with rezoning to allow two-unit homes on part of it. Neighbors' main concern at a May meeting was stormwater drainage; the commission recommended approval.
Liberty Commons Part Two Development Agreements
The developer's agreement and storm water maintenance agreement for Liberty Commons Part Two were approved, setting out who builds and pays for what.
Sunset Prairie and Greenbelt Trail developer agreements
Four developer agreements were approved for two growing subdivisions — Sunset Prairie Parts One and Two, and Greenbelt Trail Parts Seven and Eight, the latter including storm water maintenance facility agreements.
Housing over commercial in the Urban Central District
Commissioner Zach Mickelson asked why the Lot 3 plan doesn't include apartments above the commercial space. The applicant said residential-over-commercial is hard to build affordably and hard to lease — a tension worth watching as the district develops.
Jordan Street Apartments
A 96-unit, four-story apartment building proposed on 2.59 acres along Jordan Street, backed by state Workforce Housing Tax Credits. It needs a comprehensive plan map change to allow higher density, plus site plan approval.
