The engineer urged the city to keep asking how the ordinance's thresholds and setbacks were justified, to be transparent about stakeholder input, and to either allow reasonable, mitigatable projects or openly ban them.

Speaking for the Dubuque Data Accountability Group, he urged the council to extend the proposed moratorium from six months to a full year, citing airport-area concerns, water and health questions, and rapidly evolving data center issues.
