Homelessness resolution

A resident questioned why Davenport should fund the entire regional program and urged delaying it until other cities contribute and the region is defined.

A Quad Cities Community Foundation representative explained the regional plan, steering committee structure, shared data measurement, and assured the council Davenport funds can be restricted to Davenport needs.

He supported the shelters but warned about safety and stigma, citing his experience with dangerous shelters in Dallas that homeless residents avoided.
