11 issues in development
Infill housing on city-owned land
Two proposals were accepted for small city-owned lots: nine owner-occupied pocket-neighborhood homes on Ellis Boulevard NW and four townhomes on 5th Street SE.
Commons on 16th supportive housing rezone
The council took the first step to rezone part of the old CRST campus at 3750 16th Avenue SW so a former trucker dormitory can become leased housing with 24-hour on-site services for people experiencing homelessness. Speakers mostly praised the housing-first approach; one resident who had been homeless criticized the referral process as gatekept.
Google data center indemnification agreement
Residents pushed back hard on QTS and data center expansion, citing landfill dumping reports, water usage, NDAs and lack of public input, and calling for a Dubuque-style moratorium. Council member Vanorny raised the illegal dumping reports during the easement vote.
Federal CDBG/HOME funding plan
The federal grant programs served over 4,000 people with health care and thousands more with housing services, but a formerly homeless speaker said the resources didn't reach people like her, and council members acknowledged growing income-housing gaps.
Homeless systems update
A 12% drop in unsheltered homelessness, 37 people housed through a landlord initiative, and a lower winter shelter census than surrounding cities. 2026 goals: revive flexible diversion funding, launch a street medicine pilot, and address Green Square Park.
Pedcor affordable housing near West Side Library
Six contracts totaling about $1.11 million awarded for the new West Side Library's furniture and equipment — under the $1.5 million estimate, with completion set for May 30.
Single-family subdivision incentives
The city will reimburse up to $1.95 million of $3.9 million in infrastructure for a subdivision of $400,000-$450,000 homes. A speaker objected to calling market-rate homes 'low-income,' prompting clarification that it is not affordable housing.
NewBo/Czech Village redevelopment (East Bend & 2nd Holdings)
Council accepted the lone proposal for four buildings with about 168 units and 11,000 square feet of commercial space on city-owned land near the NewBo district. Council member Todd warned about developer financing and timelines, pointing to projects that have stalled; a development agreement must come back within six months.
Parkline housing redevelopment near Ellis Boulevard NW
Three development agreements bringing 20+ new housing units: $3.25M Ellis Revitalization project, $1.5M Mods townhouses, and a $4M mixed-use rehab of the historic Blackstock building at 611 2nd Avenue SE — all with tax rebates.
Kestrel Heights development runoff
A homeowner showed containers of sludge that flowed onto his Otis Road SE property from the Kestrel Heights construction site, saying the council ignored neighbors' warnings about soils and runoff.
Section 8 voucher program reaches seniors and people with disabilities
The program serves mostly seniors and disabled households with incomes under $15,000, paying about $7 million in rent to landlords — 82% of them in Cedar Rapids. Council Member Vanorny said the data challenges stereotypes about who receives housing assistance.
