Continuing prior testimony about his own serious dog bite, urged the city to weigh what could happen if a child or elderly person were bitten, not just the two-bite rule.

Described being bitten by a pit bull at his apartment complex, said the dog remains there despite a muzzle requirement, and urged that dogs requiring ambulance-transport treatment be removed from the city.

Called the two-bite rule ridiculous, said her sister is also a bite victim, and claimed being forced to state her address to speak violated her First Amendment rights.
